A few things:
X-Men Legacy #248
Frenzy's connection to Cyclops is that they were married in the Age of X reality and she chose to keep her memories while Cyclops did not. How can Rob not remember her sexing up Berserker (Cyclops)? And not remember that in the real world, she was a baddie, then she was one of Magneto's acolytes, then also part of Exodus' team of Acolytes during Messiah Complex, was in the mutant riots just before they moved to Utopia, and you guys even made fun of her and Nekra when they attacked that museum for having anti-feminist art (in that awful Fraction issue).
Next point, this is Rachel's astral form that we see here... not a version that was created by Legion as Brian stated. She says that she was trying to send a telepathic message to Xavier and/or Emma and got wrapped up in the AoX reality when it was formed. So, Rachel is still in space and this is just her astral form separated from her body... not a totally new Rachel.
